USGA 2008 RULES changes vs. 2004
OUT OF BOUNDS
The penalty for hitting it out of bounds is "Stroke AND Distance" which means, a ball hit out of bounds
cannot be played, and you must hit another ball from the original location AND take a penalty stroke.
You cannot drop a ball near where it went out of bounds and play from there.
You cannot move the ball away from an out of bounds marker. This includes the parking lot boundary on 18 and the fence on #14.
Also, you cannot move the marker if it interferes, such as on the left side of #12 by the practice area
CART PATH RELIEF
Relief is granted only to the nearest spot, not nearer the whole. Your relief has to be the nearest spot where the ball
is in a position where your stance considered free from the cart path. It doesn't matter if the nearest point of relief puts you behind a tree, in long rough,
or in any otherwise "inconvenient" lie. Nearest relief does NOT mean nearest convenient relief
HEATHER
A ball not found in the heather is LOST. You may not drop a new ball near the heather and play from there. You must proceed back to the original
location (like the tee box) and hit another ball, plus the penalty stroke
IF THE BALL IS FOUND, You may take an UNPLAYABLE LIE relief, with 1 penalty stroke, however the ball can only be dropped with 2 club lengths OR
the ball must be placed as far back on line with the flag, keeping the original location between the ball and the hole.This can only be an option IF THE BALL IS FOUND
LOST BALLS
A Ball which cannot be found is deemed lost. You must return to the spot from which the last stroke was played, and play another stroke PLUS a penalty stroke.
You may NOT drop a ball "in the approximate location" where the ball was lost, even if everyone in the group agrees.
A ball cannot be presumed as being in a nearby water hazard if no one in the group can confirm it went in the water. In this case, you must proceed as if the ball were lost.
Keep in mind, relief does NOT have to be CONVENIENT, and once you elect to take relief, you must take full and proper relief..even if relief puts you behind a tree, or in a worse position.
